Can You Confirm Riot Item Is A Flamethrower?

The weapon sure looks like an M2A1 Flamethrower to me, from pictures I have seen on the internet. If it indeed is a flamethrower, it prompts the question as to when such devices were normally deployed. I would think that a flamethrower would be controversial to use in a riot, but then again, its use would probably be decisive.

 

Does anyone know if there was a standard for when a flamethrower was deployed?

Looks like copdoc has identified the weapon as an M3 Portable Riot Control Agent Disperser, which is a modified M2A1 Flamethrower. This makes a lot more sense to me under the circumstances of the Panama Riots in 1964.

Hey guys I know this thread is five years old but anyone interested in flamethrowers should check out this website -- www.xm42.com this company is currently producing a version of the hand held flamethrower that doesn't require heavy pressure filled tanks either. Check out that site I'm considering buying one. The cost between $900.00 up to $1500.00 each.
