The shameful thing is that the poor sucker opened his big mouth. 
He could have kept the gun, no one being the wiser. 
As far as I'm concerned, it is none of the government's business. 
He should have purchased a nice sized piece of property (1,000 or more acres) in Texas, Arizona, Alaska, or Montana, etc and taken little Tommy for a permanent and anonymous visit. They both would have been better off. He might have also been interested in purchasing a "legal" Tommy, for the nosy to inspect, should it have become necessary.
