10 Rounder Stamped Wrong?

Look at the markings on this item:

One side of the drum is stamped wind 4 - 6 clicks, and below it there is a larger stamp that says wind 9 - 11 clicks!

 

Must be a rare West Hurley 10 round prototype.....
