Yes, PDWs are a little more valuable due the premium on the SP89. For a newly made, all German pdw SBR from one of the top builders (TPM, TSC, TDyer, etc) expect to pay 7 - 8K. One with an original pdw barrel (very rare) could fetch over 9K. They are sweet guns, my favorite of the HK subguns.

the sear itself is just a part anyone can own and buy from several sources. If you own an AR-15 it becomes a little more gray. If you own the rest of the fire control parts specific to the M16 and an AR-15, it becomes even more gray. If you start milling and drilling a lower, that's a line you've crossed for sure. Since there are no registered sears that are not attached to lowers at this point because they all had to be installed in lowers in 1986, you can't get a stamp at this point.

There are other "auto sear type" devices that can be sold separate from the lowers, but again those were all registered before the end of May 1986. HTH
