Aside from the importation laws, the receivers on theses "dummys" are still 100% functional and that alone is worth a large fraction of your life in jail. They are tempting, but I wouldn't touch them. I have communicated with a man in Siberia (Russia), and over there these are ok to own as they are deactivated in accordence to Russian (and European) law.
