Looking for a 1928 Savage

I can certainly see how someone could think that mark is the letter "R." However, it is not that clear to me. I believe it is a buggered up "P" or proof mark, perhaps over an "S" mark. And no, I cannot explain why this barrel would have two proof marks. Let's get some more opinions!

Richardson...??? Doug turned down M1 barrels and made them into 1928 barrels. Then would he add the R on them? Just guessin'...
