The finish is black, but it might be a dark (Zinc phosphate?) parkerized finish. I looks to me like it was first sandblasted. If you want it to match your Colt look-a-like '27-A1, you can polish it and re-blue it. Anyway, it is a G.I. part, not recent manufacture. $50 including 1st Class Postage.
