I am looking for a FFL/SOT that can do the transfer in PA to the buyer. If you have recommendations please post them or send me a PM. My understanding is the Seller (private citizen) will ship the M16 to the FFL/SOT in PA for first tax transfer, then do the FFL/SOT transfer to the new buyer (PA citizen). A two stamp transfer.
