Source for rifling 28 gauge Handy Gun

A while ago I bought several unregistered Handy Guns

I received the barrels first, which I sent to Wayne in Oregon to be rifled

After those were shipped the receivers were sent to me

The .410's have been rifled making them legal once again

Wayne doesn't the tooling to rifle a 28 gauge

Any leads ?

For now the receiver and the barrel are kept at two different locations

so I don't run afoul of the ATF

What am I missing here ?

Are these not shotguns ? SBS 's can still be registered and made . Register the receivers and bring them together when approved .

They are AOW's. You are not the maker just by stamping your name in them if they have matching serial numbers. That has been disallowed by the ATF.

I see . Would you be the mfg. if the numbers were mismatched ?
