Veterans' Heritage Firearms Act?

Hi Everyone! Has anyone heard if there is any activity on or any chance of this (H.R. 2088) Veterans' Heritage Firearms Act of eventually coming to light some day???

 

This bill would provide an amnesty period during which veterans and their family members can register certain firearms in the National Firearms Registration and Transfer Record, and for other purposes. Senator James Gibbons (R-NV) is the sponsor of this bill. Sent an e-mail on his website but haven't heard anything back yet.

Thanks Chopper28! Could you tell me which date issue of Shotgun News it's in??? I assume they still have 4 issues per month? It's hit and miss when I go to buy SGN either at Walmart or the nearest newstand which is about a 30 minute drive from my house.

Be careful what you wish for......it may come true.

What I mean by this is that people are not reading all of what is in HR2088. ....what we really need is a full 90-day General-Amnesty to fix the problems with the NFRTR and help more Veterans than what HR2088 will do.

 

People have this idea that HR2088 will allow all veterans to register any NFA Weapons......... "but" it is very limited. Before I go into more detail........let me tell you that I am a 20-year/Retired/Disabled Veteran with three "Combat" tours of duty in Viet-Nam ....so I know what a Veteran is.

 

HR2088 will only allow those weapons that were "allowed" to be brought-back by the servicemember "prior" to the Nov. 1968 Amnesty. HR2088 also says that those weapons that do not meet its criterian can be surrendered to BATF instead of "prosecution". This means that US Weapons will be contraband because I do not know of any SOIP or regulation that allowed a US servicemember to bring back US Government Property....correct?

 

It also does not cover such questions as:

1: Those weapons that Servicemembers sold off, when they returned, to non-family members?.....contraband.

 

2: Anyone in the service knows that getting a "leave" was hard enough.....but to ask for one to go home to register a weapon?....and you had to have the required information such as serial-number/markings, barrel-length, etc. .....what about those servicemembers that were overseas? and could not get home during that time period?

 

3: What about todays servicemembers in Harms-Way?...........should they be treated any less?

 

4: US Government-Property".....contraband.

 

5: Allied Weapons......."gray-area"....maybe contraband.

 

6: Lost weapons that were found later....and never registered....contraband.

 

And that HR2088 does not correct those problems with the NFRTR. What is needed is a full 90-day General Amnesty. It fixes the problems with the NFRTR "AND" helps more Veterans than HR2088.

 

Remember....with elections coming up in both the White-House...and Congress..........you won't get another chance to have a Gerneral Amnesty........nor those saying "but we will add in the other weapons/veterans later ???????" yep......they will...."trust-them".

If you ever wanted a chance for a General Amnesty in your lifetime........push for it now.....and reword/add it into HR2088....or stop HR2088.

I'd just like to add a bit to Richards Post here. The point he made about the "Allowed" weapons is very important. The act would allow vets or their families to register weapons that were brought back properly, ie, with "capture papers". The vets were supposed to get the permission of the CO to bring home these war trophies and there were forms that needed to be filled out and signed by the CO. My dad has a couple of these forms for pistols he brought back....

According to a court case involving the transfer of one of these bringback weapons the capture papers are considered by the US govt to be proof of registration already. What does this mean to us? It means that the veterans heritage act is useless. If you can find the bringback/capture paperwork that has a serial number listed than you already have a registered piece and you don't need the amnesty. If you don't have the paperwork they won't allow you to register it during the amnesty anyway so what are you gaining? The bad part here is that no matter how well worded the intial bill is there will be something tacked on by the socialist democrat party to make it acceptable to them. Remember the hughs amendment? GCA 68 was the same, they did the amnesty and than stopped imports of MG's and registration of unregistered NFA. Now we have a bunch of MG's that were cut and welded to comply with the stupidity of the law.

The point here is that for everything they "give" us back they take something important away. It might be jacking the transfer tax up, restricting transfers or who knows what.....

If the veterans act really gave us something it might be worth it but right now it doesn't do anything. We would really need something that was a little less restrictive and I don't think they will go for that.

Let me add also that we came up with suggestions on how a 90-day General-Amnesty could be helped along......maybe "sold" to those powers-to-be.........and cover all of the "bases" that BATF brought up in the May 2000 article in "Small-Arms-Review":

 

1: Broaden the HR2088 to include all NFA weapons by any US Citizen.......and let those that meet the strick criteria to be registered those NFA weapons "Free".....No Tax........

 

2: Those that do not meet the "criteria" in HR2088.......allow them to be "Amnesty-Registered" by doing the "forms" "AND" pay a $200 Registration-Tax. That helps the Government and us. Heck.....you could even raise the "Reg. Tax" to $500 per weapon that does not meet the HR2088 criteria....and all future transfers? Gives the Government a "win-win" revised HR2088.

 

3: Add in those lines needed from that May 2000 article in "Small-Arms-Review" that will make it so past court-cases cannot be reversed, etc., etc.. so that Law-Enforcement can sleep at nights.

 

....but if HR2088 stays the way it is now.....it looks more like someone is doing a "Hunting-expedition" of sorts.

Last.....What did BATF do with the $500,000 (or so dollars) that they were given a couple years ago to corect the problems with the NFRTR?

I wish people would post this information "repeatedly"...at short-time intervals on the Subguns.Com NFA Discusion Board to keep people awair of the problems with HR2088.....and the need for a full 90-day General Amnesty......

 

Maybe a little more pressure from that....and from the investigating into the money that BATF was allocated/given to correct the problems with the NFRTR?

I want the registry opened back up to allow new MG's. The $200.00 tax could help pay the debt.
