Form 4 Transfer Time

I've used Silencer Shop for numerous transfers to my SOT in the past. Convenient but transfers consistent took longer. Sometimes 6+ weeks or more longer. One transfer actually 2+ months longer than usual because they forget to submit the form 4. Basically a middle man that I can do without!

Uzi SOT to individual transfer

Check cashed 26 Feb 2019

Form 4 approved 31 Oct 2019

247 days

Now I get to wait to see how long it takes for them to mail it to my SOT, typically they batch mail on Monday so if it missed this week's batch it'll be a while.

Per the current ATF FFL newsletter, paper Form 4s are averaging 10 months. Paper Form 1 times are averaging 7 months, and Form 3s at 1 month. E-file Form 1s are running 30 days, while all other E-files are at 7 days average wait time. They make no distinction between trusts and individuals.

ATF also provides the following:

Common Errors associated with ATF Form 4:

• Responsible Person Questionnaires (RPQs) - none

number submitted (Must be one RPQ for each RP)
• Trust/Individual names do not match on forms
• Box 9 – Missing Transferor signature/date
• Box 4d – Incorrect models
• Box 12 – Law Enforcement Notification
information not provided
• Box 13 – Transferee Necessity Statement left

Sent mine in 4-16-19, signed 12-20-19, delivered to seller 1-20-20.

The seller called the ATF and asked why it took so long for the paperwork to get to him after the approval. He was told it just takes them a month to get paperwork mailed out.

NFA Tracker is too small a sample to be meaningful but it's been showing a steady trend at 8-8.5 months for a while now.

A friend of mine in FL just got a silencer (not his first) in just over three months so there are still some outliers, probably both good and bad

Friday my local dealer called and said he had "Very Good News"

I had a group of Form 4's (individual) approved.
The earliest one had been submitted in early May 2019.
The last one was submitted in mid December 2019.

All were approved on the 21st of January of 2020.
