Winding A Drum.

Because the faster rate of fire of the M1921 requires the 11 clicks, and thus greater spring tension. Otherwise, the rounds may not feed fast enough to keep up with the gun's fire rate.

I remember back when I first got into Thompsons ('86-ish ) I had the same question . A WW2 Marine vet told me that they could be supplied with loaded drums or empty drums they had to load ( or reload ) . If they recieved loaded drums , they were already wound with two clicks , so the user added the 9 more , I followed that for decades . Turned out to be total BS . :wacko:
