Gunbroker M1A1 Prototype Receiver ?

Hi, seen a listing on Gunbroker for an 80% approved prototype Philadelphia Ordinance M1A1. My questioned is I didn't think

there are receivers available and I sure don't know what the 80% means. I know someone here can explain it to me.

Basically, for Thompson's it means that the inside of the receiver hasn't been milled out for a bolt. So it can be used as a display receiver with original trigger frame, barrel, stock etc. Or it can be used to make an approved design semi auto I believe.
