Yes, its NON MILSPEC for an M1/M1A1 class gun to have a cutts on it. Rather interesting to see a "Retro fitted" gun.
If an M1 had a Cutts on it, then some armorer did it after it was produced.
I have seen a lot of M1/M1A1 bbls on 28s as they are older guns, but have never seen a M1/M1A1 class gun with a Cutts...

The rental M1 at "The GunStore" in Las Vegas used to and may still have a '28 finned and compensated barrel. Obviously a replacement.
