I was looking for information or history on a Colt 21/28 Navy SN 10193. Also, are these considered 1921 or 1928 models? Thanks

Last known location for #10193 was that it was in an Atlanta, Georgia's private owner's collection. Do not know who the original purchaser was but it was undoubtedly a PD.
The Colt 1928 is known as the "1921 overstamp," " 28N," or the "1928 Navy." They were all from the original 15,000 Colt 1921 models before Auto-Ordnance added the "U.S. Navy" stamp and the overstamp 8.
