Would a blank-only SMG length barrel be OK for a semi 27a1 or is it considered an SBR to be legal even if it can't chamber a live round ?

That is correct.
Sort barrel, regardless of chamber, plus working internals and reciever equal SBR.

A 10.5" barrel for blanks would still require a SBR stamp. I have a dedicated barrel for blanks and it will still chamber a live round. All the blanks I have seen made are pretty much the same size as a live round.
