Hi Guys,
Talked to someone with a 1928 parts set for sale that has a odd s/n on the lower. The fellow says and has sent me pics of it that the number is, PO xxx. Not AO.
Would this be a Westy lower?

I don't think so. West Hurley lowers had no serial number markings.

Is it possible that the A.O. wasn't completely stamped and the A looks like a P? The other alternative would be that someone stamped their own number on an aftermarket grip frame. Is the receiver stamped with the same number as the grip frame? Your example indicated three x's after the letters P.O. Is this a three digit serial number and is the receiver a three digit serial number?
Maybe you could post a picture if you can?
