Great question. I was doing some research on this round because a neighbor came over last week and gave me a box of gun parts, which when assembled was a fully numbers matching C96 broomhandle, 7.63 x 25.

Here is what I have gathered: the rounds can be used interchangeably. Now, that being said, I personally would just use available 7.62 x 25 for my ppsh.... just in case.

DO NOT shoot 7.62 Tok ammo in a Broomhandle.

There is a significant pressure difference: 7.63 Mauser 2250 Bar (32,625 PSI): 7.62 Tokarev 2500 Bar (36250 PSI)

The Mauser ammo is safe to use in your Shpagin but I don't know if it will cycle reliably

I tried two sticks of PPU 7.63 Mauser ammo in my Yugo M49/57. It was not appreciably slower than their 7.62 Tok ammo. Doubles were possible but singles weren't. Also I did have one failure to eject where the spent case flipped end for end but landed in the ejection port. I'm anxious to see what happens with the 9mm conversion
