Paper, individual

Two paper Form 4 individual transfers (no SOT) pending 4-8-2024. Approved 9-19-2024 and mailed 9-24-2024. I also have several other individual Form 4’s from 4-8-2024 that are still pending.

The ATF website Processing Times listed on April 1, 2024 was a Paper Form 4 Individual at 245 days. Estimated approval was December 10, 2024.

Just picked up my new gun this morning. (Sterling L2A3) Paper Form 4 from dealer to individual was just a tad over four months from mailing until approval.
Mailed June 11, 2024; pending June 18, 2024; approved Oct 23, 2024; received by dealer; retrieved by me today, Nov 4, 2024

Good news as paper 4's are taking longer than efile's, which means my S&W 76 efile (Trust) that went in Oct 1, will ;most likely be processed very soon!

Very nice.  I got the other one.  Should be here in a couple weeks since I had a correction about 3-4 weeks ago.  Too bad about the stock, but I'd fix it and make it usable, nothing to loose there.  With the stock it's a sweet shooter.  LOVE those guns.

I can't see what's wrong with the stock. Do tell.

I have a C96 (semi) with a functioning after-market stock, and it looks pretty much the same.

The stock has its attaching iron cut out. Not shown in the picture. I sold 4 original Schellferuer stocks in the past, three of them were in near mint shape (one sold via RIAC in 2017, they listed it as a regular 1930 stock. One sold to a member in lugerforum. One sold to a member here). Another one was very good, I sold it on eBay. Those look probably too "new" to match this gun. This particular stock matches the gun condition well. No plan to shoot, my local range does not allow machine gun full auto shooting.. reason is unclear, but it is their rule.

Here it is.

The other one in the auction came in this week, but there was a correction letter.    Assume anything mailed in will take 3-12 months.  The reality is like every other fed. agency, no one is working in the office.  I'd guess on a daily basis there might be 3-4 people at NFA branch physically there.  The rest are in their jammies doing efiled forms because they don't have access to the paper forms sitting at the office.   Add in lack of training and other factors and you get 7 months, many errors on their part,  and zero continuity of process.   I just got 4 of 5 others back.  One was sent in almost a month later from the same seller and that came in with the first batch.  One is still outstanding because somehow it got separated from the pack and then they "lost the documents" so I had to submit them again even though they are supposed to keep them on file for a year or two.  I did not argue the point since it was easier to resend them than to train an NFA branch employee who will be gone in a year or less anyhow.

Summary.... transfer times are longer now than in 1935.....with all the smart people and technology.....no one shows up for work.   An American story.   The doj encrypted email system was likely designed by chinese software developers.....cheap and poorly made, but great for them.

Edit.....doj contracted kiteworks for large file transfers.....yes partially owned by the chinese....can't make this stuff up?

Form 4 e-file approved in 3 days.  I was expecting 24 hours but think ATF got in quite a few transfer requests at the time I submitted.  The average went up to 10 days per Silencer Shop.

My longest transfer took 11 months on my M1A1 Thompson back in 2018.   I have a spotless background and a NCIC user through my public safety employer, so my background check usually takes about 30 seconds if that.  :)
