SOT is quitting, who can buy his post 86 samples with no law letter?

Guys, on this question I cannot seem to get a definitive answer.

There are situations when SOT;s with post 86 samples are quitting.

 

Can a 01FFL with SOT buy these samples with no law letter and only transfer them to

government agencies or another SOT?

 

Or does he have to be an 07/SOT to get them?

 

I was told there is a relaxation in the regs to aid a SOT to dispose of his samples without a law letter

to help him dispose of his inventory

 

Any insight would help

I know its in 475.105 of the regs but I dont understand it

Only the following FFL licensees can receive post samples without a letter:

FFL07/SOTII; manufacturer

FFL08/SOTI; importer of Title I and Title II firearms, etc.

FFL11/SOTI; importer of destructive devices, ammunition, etc.

 

SOT is the annual Special Occupational Tax paid for specific privileges and exemptions under the license.

Unless they are in one of the SOT categories listed by Bob they are out of luck.
